See what is using internet bandwidth?

A computer on my network is maxing out the upload speed of our internet making general browsing pretty slow. It's been happening for a few days and we can't see what's causing it.
There are no P2P programs installed, a full antivirus and antispyware scan has been done a couple of times.

Netstat brings up a lot of connections but it doesn't mean much to me.

Is there any software that can tell me exactly what's uploading?
 
Agree with TCPView being a good starting point - if you want to get really advanced have a look Ethereal / Wireshark whatever its called now. That will show you every packet on the network so you might be able to see whats happening that way.
 
Packeteer used to have a cool free app called FirstSight, i think you can still find it kicking around on various download sites.
