Serious boot up issue.

It's been a year now since I got my PC, I am just beginning to have a boot up issue. Now sometimes when I begin to launch my PC all the fans start up but no input is going to my monitor. I don't know what is wrong but after multiple cold restarts it starts to work again. Can anyone help me fix my issue? It sometimes crashes randomly when playing games.
Specs:
Core i5 2500k
Msi GD-65 P67 B3
Corsair XMS 3 4gb
Msi GTX 570 (it's a reference one)

Is it overclocked? Could be the overclock isn't quite stable, which manifests itself at POST. Decent PSU? Could be struggling to initialise everything in one go. How often does this happen?

Everyday after school but isn't bad as it is only one bootloop. Lepa 850 W 80 bronze rating. Could it be OCgenie which I have turned on? ?

Bump, just noticed that it will not turn on if one of the lights on the case doesn't turn on, it isn't the one that flashes just a solid blue one, I have a bitfenix shinobi.
 
The HDD light shouldnt turn "on" as such, but only flashes when there is activity - in which case it sounds as if it can't detect a HDD properly.
 
Addicted, just updated my post, don't think it's the HDD light. I think it's the power light in general.
 
Ok, I've done some testing. I did the psu thing with the paper clip and the fan worked. I tried to do it with only one stick of ram in each slot issue still occurred, so will run mem test today. I doubt it's a gpu but I don't have a spare one, and cpu should be good ran prime for about an hour. Anyone have any suggestions, it still only turn on when the powerlight on the cases turns on even though all the fans are spinning.
 
Just another bit of information, when it doesn't turn on the APS Led's witch show the power phase are on cpu power phase one but when it works it is on cpu power phase 6
