setting up a VPN with a server?

im due to build my first server soon for my home, what i want to be able to do is be able to access my home network via the server through a web portal and remote access. Can someone point me in the direction to what im going to need and do please? im guessing ill need a vpn

ill be running windows 2003 standard, also is there software to allow me to view the servers statistics like temps and cpu/memory performance?

You have a few options, if you want to just 'Remote Control' your Server you can just enable Terminal Services for Administration and then forward 3389 (TCP) on your router.

If you want to be able to pull files etc from shares on your home network then yes you will need to setup VPN on the 2003 box and forward 1723 (TCP) on your router.

Or use Hamachi (VPN client/server). It doesnt even need any port forwarding if your router supports uPNP, and is totally free. I use it loads to connect to my home machine, to plan LAN games with a few friends across a WAN, and to connect to a couple of clients at work.
