It is a lot easier if all you need to set up is apache and php and mysql is to use the preconfigured lamp and wamp packages, I use wamp when setting up apache on windows because it is a lot easier. But on freebsd when i set it it up i do it individually using portmaster.
Ok I don't think ubuntu has a preconfigured lamp package, but you can get full step by step guides by typing, lamp ubuntu in to google.

It's ok LAMP is part of 12.10 and you can have a full working web server OOTB.

A bit of customization and you will be well on your way. It requires a nice connection though to be able to use it properly.
I use Dropbox to automatically upload photos taken on my phone. Not sure this is going to get that.

I've got that. Doesn't scan your Photo Library and auto-upload new stuff though.

I just installed this and tested out the app for Android, it has the setting to auto upload new photos along with upload over Wifi only option.
Works well so far!
