Shared Internet Troubles

I have two PCs (one running XP, and one running 98 SE) and the Internet Connection used to run through the XP Computer, over the Network, and allowed the Win 98 PC to use the internet. It has recently stopped working, and the network is failing too. The XP one can connect to the Win 98 PC, and can send files to it and print off on the printer connected to it. However, the Win 98 PC refuses to acknowledge any existence of the XP PC, and it is not shown to be in the network on the 98 PC. The Internet works perfectly fine on the Win XP PC. I have tried using the Network Setup Wizard to sort this out, but it eventually comes to the conclusion that it "Cannot Complete the Network Setup Wizard." Due to the fact that "An error occurred during configuration of the network on this computer." What does this mean, and how do I rectify the situation?
 
It sounds like File and Printer Sharing has become disabled on the XP PC, either in the Firewall or in the LAN Connection properties. Have you, hand on the space where your heart ought to be, not installed anything on the XP PC just before the link stopped working?
 
File and Printer sharing is enabled in the LAN Connection properties for both computers, although the firewall shows no sign of a network, and when I open the Network section it says that no network is connected, which could be part of the problem. It does seem to be working though, as the network will function going from the XP PC to the Win 98 PC.
When the Network went down, it just did, and I could see no obvious cause - no new software, no new software updates. I just started it up one day to find an absence of internet and network.
Perhaps the creation of a new network connection will rectify the problem with the firewall.
EDIT: The creation of a new network just leads back to the Network Setup Wizard, and even when I tell it that no Internet Sharing is required over the network, it comes up with the same error, so perhaps the problem is with the Network Setup Wizard
