We have a corrupt Excel file in one of our document libraries which we need to restore. Is it possible to restore that one file from a full farm backup without restoring the entire farm?

Doing things like this will be much easier in SharePoint 2010. You can browse offline content databases and export the content - very handy.

There are so many reasons why an upgrade to SP2010 is worthwhile but if they aren't running x64 hardware already it could turn out pretty expensive.

It is all 64 bit :)

They are also accountants, so it would take some special kind of miracle to convince them they want to spend money to fix their problem! :p

These tools are available for 2007.

I will make a note to find them tomorrow
You're right - there's a whole bunch of stuff by Quest, in fact I've just downloaded a trial version of their recovery software. A desktop client which can query a .bak file and restore individual objects.

We've also purchased Control Point by Axceler - much better central admin than that provided in MOSS + granular controls when migrating sites from one farm to another. An additional view £k but hopefully worth the investment.
