Shift rotas - am I missing something here?

I have been given job of designing a new out of hours shift rota for another team

They need 24 hr coverage at weekends and 13 hours per day in week

I have been told I have 9 people who work 37.5 hrs per week and they need 4 on at a time

So, as I see it, I have a requirement for 113 hours coverage and 4 people needed so 452 man hrs per week

9 folks at 37.5 = 337.5 hrs available

have I got something wrong or is this not close to being possible?
 
I'm hesitant to say your reasoning looks right to me, just in case I've missed something obvious as well :p

Your reasoning looks correct to me. However, it could also be worse than this as those 9 people will also have annual leave as well. (9 * 21 * 7.5) / 52 = 27.25 leave hour per week average (Assuming they have 21 days holiday per year).

I don't know the specifics of your needs but I work to a similar system. I have an 'on call' requirement and the shift lasts 12 hours. I'm only expected to work for 7.5 hours doing my day job when on call, but if I get a shout I attend. If this means I'm out for the full 12 hours I take back the time on a regular work day. It works because my boss is flexible and understanding enough to grant me a short day if I've had to put in a long shift.
 
Well, with our shift pattern it is the case of you have to have a minimum number of staff in at any one time. However this also means that if this was strictly adhered to, we all wouldn't be able to use our full annual leave entitlement.
So in reality quite often we are below the minimum numbers to accommodate leave and other reasons (sick leave, meetings, appointments, training, staff used to cover other shifts etc.)

say saturday 2 teams of 4 12 hr shifts, covered
but if they only do 7-8hrs, 9 staff cant cover it, youd need 12 staff per day
 
How are breaks covered and calculated in this - are they assuming an hours unpaid break per day or something like that?
 
I would clarify the requirements. 4 people in, out of hours? Or 4 in, during hours plus 1 person out of hours (with cover for AL)?
 
Presumably there are busy and quiet periods - if you can't recruit additional team members then change it so you have most of them mostly doing either an early or late shift during the week and working 5 * 7.5 hour days Mon-Friday... so mid day you'll have an overlap with at least 4 people but early morning and evening you could dip below that number. Have fewer people covering the weekend with lieu days during the week.
 
Seemed pretty standard.

I'm assuming overtime is expected to cover the shortfall, saving the company £££ in hiring new people.
 
Build a shift pattern and insert vacant post # on the relevant shifts.

seems like a good idea, utilise the current staff as efficiently as possible and highlight that the actual requirement for 4 people can't be met with the current resources but they'd need to recruit more if they want that
