If someone is hurt, the other party is behaving in a threatening manner, or the accident is causing major disruption to traffic then I would dial 999 without hesitation.

......as long as no-one was hurt and the road wasn't blocked then they didn't need to be there.

Personally, I'd want the police there. That way you can get them to check out the other drivers details there and then. They will know if he has a current MOT and insurance, also he can't later say that he wasn't involved in any accident etc.
If the police say theres no need for them to attend you just say that you think the other driver might be under the influence of drugs or alcohol, they then have to turn up.
