Silly question

You can format it to FAT32 but not with the built in Disk Management utility in Windows because Microsoft have decided that you shouldn't be able to format anything bigger than 32Gb as FAT32 despite it supporting 2Tb volumes. You'll need to use a third party tool like Partition Magic.
