Sluggish Desktop performance after overclock

I've overclocked a 3570k ivy at 4.6ghz, on a z77 sabertooth board and 16gb Samsung green RAM, Corsair H60 Cooler. To get it at those speeds my voltage is 1.355. I'm a total novice at overclocking and will provide some screen shots shortly, but why is my desktop performance now sluggish but during gaming everything is fine?

Edit - Here are the pics. I've just bumped up the Voltage to 1.36 and I will see if that sorts it out.

Perhaps speedstep is slowing the desktop performance down? It under volts and down clocks the processor when not needed to save power.

What is the rest of your system like? Got an SSD?

Try putting your ram at 2000MHz 1.5Vish CL9-10-10-21 1T. Maybe CL9-11-11-21 for stability.

As above if your system is overheating it will be very sluggish, but that also doesn't make sense for it to overheat on the desktop.

I am currently at 4.2GHz 1.16V under load. Stock is 1.1950V or 1.20V under load.

VCore - Normal -0.035V offset
Turbo Vcore 42 (I changed turbo core settings instead of the multiplier)
VTT 1.050V
PLL 1.500V

2133MHz Samsung CL9-11-11-21 1T 1.5V

LLC:
VCore Standard (for lowest vcore under load)
DDR A/B Extreme (It keeps my DDR voltages bang on 1.5V)
VTT Extreme (Keeps my VTT at 1.060V under load in windows for stability)
IGPU Standard (Useless to me IGPU is disabled)

Speedstep and power saving all enabled etc.
 
Updated OP with Pictures. I'll do some benchmarking using IntelBurnTest (10 runs at High) and using Core Temp to measure the temperatures using 1.36V. Will report back what temps I get with that and a session of BF3.

My RAM isn't overclocked. I wouldn't know where to begin unfortunately. As I mentioned I am a novice and even created a thread in GD a few months back asking if there were any Overclocking courses run at colleges, to which people said "No" just ask any questions in the relevant section and we'll helo you out. :p

For sluggish desk top perf. try the following first.

Have you got AiSuite installed this often causes problems in OS with smooth operation. If you have get rid its a POS.

Check which ports you have your SSD plugged into it should be in the 6gb Intel ports. Also disable all onboard hardware your not using ie AS media disk controller etc etc ...

Set your RAM speed to Initially 1600mhz your at 1400mhz which is below spec for the CPu and may well be cramping the system for bandwidth.

As far as power saving and clocking goes enable speed step but disable all C States with C States support on AUTO. In OS select High performance plan so the CPU runs at top speed all the time.

General Voltages set PLL 1.7v VCCSA to 1.1v which is stock and is being undervolted here.

What GPU you using????

Please take a screen shot of all your memory settings so its possible to help further with this issue and suggest some tuning options.

No I never installed that software after I re-installed Windows a couple of months back.

My SSD's are definitely installed on the brown Intel 6gb/s ports and not ASmedia.

See Inline. The desktop appears much snappier now and there is less hangs when closing and opening applications. I'll go to the memory thread for suggestions to overclock the memory even further. Thanks for your suggestions. With regards to fine tuning the cpu overclock I'll post some screenshots later in the day.
 
8 Pack I've had to RMA my motherboard so I'll get back to this next week.

I tried turning it on using another PSU; with no RAM and alternating the RAM in the slots, clearing the cmos and the Green standby light just stays on and the board just doesn't power/boot up. My replacement board should be here next week and my faulty one is being collected tomorrow.
 
GTX 670 SLI may also be causing a problem. I would be tempted to Disable HPET once you get your board back.

It would never boot without RAM. You should try one stick in furthest socket from CPU if your trying to debug a problem.
