I like to think ^^ meant agreement myself, though ^^ and sarcasim I reckon could go hand in hand.

original meaning is japanese though and they were using it in online games before i ever saw in on a western forum.
maybe they did the ^^ in online games because its quicker than doing the proper version or because most games at the time didnt allow the character sets needed.

the same as people now do 0/ (for hello) its a simplified version of the japanese one that goonswarm started using in eve-online

I've always used ^^ to simply refer to the post above me for example:

I say: I love scrubs because Rowdy is the best dead dog in the world

Bob asks: why do you love scrubs?

I reply: ^^^

ie. I use it to say "look up".

Everybody around me also seems to use it for the same effect also. I thought everybody did?

I use a number of chevrons equal to how many posts above mine I'm referring to in my reply. Typically when replying to recent post and don't want to waste space using Quote. So either ^, ^^, or ^^^.
