Software for creating icons (.ico) ?

I would like to create an icon for various things what is the best software to use? Freebie software? Can Photoshop and the like do it?

Or if you prefer then Photoshop can do it too.
There is actally a Photoshop plugin to do the job even better, but I forget waht it's called off the top of my head.

Try google, there's bound to be something there by way of plugins

I use this for creating Squadron insignias on FS2004 aircraft. However, it's main use is an icon and cursor design package.

Thanks, i found the photoshop plugin, ill see what thats like then if its no good ill have a go with these
