Software for reducing size of dashcam videos for Youtube

I've been thinking about making some of my dashcam videos suitable for Youtube. However, they're recorded in full HD @ 30 or 60 fps. (The dashcam is an 0801.) This means the file sizes for each segment are over 200 MB. Which software should I use to downscale them to a reasonable size and to extract the segments I actually want?

WARNING - it does come bundled with a lot of Rubbish you do not want to install. So make sure you read every screen and Decline everything. Some of the screens are a little awkward, hiding the text very small so be careful.

Can't remember if this has software bundled with it, but like any download, always play it safe and read everything it tries to install.
 
Windows movie maker will probably work, start a new file import the vid then chop it up. It's a free MS product.

Not exactly feature rich but you can export in various formats
