Software to compress jpg images without resize?

Hi all, I want to change the picture of my windows 7 welcome screen using the registry edit (Is there an easier way?). The problem is that the max image size allowed is 256KB and my monitor has a resolution of 1080p so I need to compress the images I want to use without resizing. Is there any software that does this? Thanks

Almost any imagine editing program. Just open the file and us SaveAs to resave it. There should be an option to alter the level of JPEG compression (you might have to go into the advanced section).

Irfanview is a free program that will do this.

Yup. I use Paint.NET as my day to day image editor and that'll do it. I would use IrfanView if there were a group of pictures to have compressed because of its batch editing feature. :)
