Unless your hiding dodgy stuff then why bother. Its obvious your mum is curious and interested in how the OS works. Rather than treating her like a child, why not treat her like an adult and sit with her and show her. That way you can explain the consequences of deleting important system files. You wouldn't like it if your mum locked the fridge to prevent you from eating important stuff, would you.

im not hiding anything dodgy

Or heres the answer:

Make sure you have simple file sharing turned off (Tools>Folder Options>View>Bottom check box should be unticked).
Then right click the folder where you dont want her to access
>Sharing and Security
> Then select the user
> Look for the checkbox where it has "List Folder Contents", select "Deny".

And your done.

This wont hide it from view but whenever she trys to open the folder it will say "Access is Denied".

As for the control panel:

Start>Run>gpedit.msc
User Conf>Admin Templates
>Double click "Prohibit Access to the control panel"
>"Enabled"
Done
