And if he had bought a quality bike he wouldn't have to. If you bought something from a pound shop, would you honestly be surprised if it turned out to be a load of crap?

No, of course not. I'd expect it to be fit for purpose if it's allowed to be sold for use on UK roads though, without it becoming dangerous in no time what so ever.
These bikes are only ever sold to new riders as it plays on the lack of experience in what to expect from a bike.
