Yes thats what happened with mine. Basically they write a letter to the registered keeper asking for their insurance details or to cover the claim. If they fail to respond then all you can do is return to the police.
They will berk you around saying there is insufficient evidence, claim on your policy, hes from a broken home. If you are very persistent you may even get the driver in court for a slap on the wrist.
System favours gypos and chavs with no insurance.
