Something on my pc limiting speed + high ping!

Hey guys, you are my final resort here.

3 days ago I suddenly started getting crazy lag/ping on bf3 and online tv.

I have spoken to virgin media who have run through some tests with me. Results are basically getting 3-15mb speedtest results and 100+ ping test results in normal mode and perfect speeds (60mb + below 40 ping results) in safe mode with networking.

They have told me this proves that they are giving me the service I'm paying for and refused to give me any further advice. The one thing they've said is that it is 100% some program/service on my pc that is eating up my internets.

I have tried everything that I know of to get it back to normal. I have disabled every non-vital startup service, deleted any program that could use a connection, ran malware bytes, super anti-spyware and AVG scans - with no results back. I'm still unable to do anything fun on my pc.

Can any of you help me out with some advice on what it could be please?

So to clarify;
Safe mode you get 60mb + ping at roughly 40
Normally you get 3-15mb and high ping

What's your ping to the router?

Create a BQM, just to rule out local congestion. http://www.thinkbroadband.com/ping

Something could be saturating your upstream. Do you have a cloud service backing up large files? I get the same issue if I forget to turn off or limit my cloud backups. If you're on Win8 the task manager should show you what's using your network bandwidth btw.

The Resource Meter launched from the performance tab of Task Manager in Win 7 will do the job too
