Hmm xrandr is supposed to directly interface with the hardware through the display driver.
If it is a) detecting 800x600 as the max res and b) not detecting your 2nd monitor then it's not good news...
I suspect it's either an Intel driver limitation with your hardware or compatibility issue with the Mint kernel configuration.
