Sorry if ive asked this question before, but...

Personally I would say no.

I am running a 5850 on a E6600 (3.4ghz) and your CPU runs faster.

I have no noticeable frame rate issues with that card, even if it is a slight bottleneck, I certainly haven;t noticed one!
 
8200 @ 2.33gig would be a bit of a bottleneck tho it would still give great fps, really you want to get it upto atleast 3gig.
