Doesn't the penalty still have to be taken within three laps?

No they take it on the pitstop, whenever it is, unlike the traditional 10sec

Coulthard just said it can be taken whenever the first pit stop is taken.

How is a 5 second stop penalty light?

That's over 20seconds punishment.
And can only be beat by a 10 second stop go.

Edit - not stop go, yeah that's quite light.

Just extends the pit stop by 5 seconds. Car sits there with no-one touching it before they dive on it to change the wheels and so on. Seems to work pretty well.

If it's past your last pit stop, you can just have the 5 seconds added to your race time. Which seems a bit unfair as a 5 second stop go takes longer than 5 seconds as you have a chunk of distance at 80km/h before and after you stop too.

They really do seem to be aiming for the whole pit stop gap. Haven't seen that move for a while.
