Spec for me please - Budget

Hi All, would appreciate a spec up please.

Machine wont be overclocked and i need everything bar monitor/keyboard and mouse. I would like to keep it as quiet as possible so no whopping cpu fans etc as i was used to an alpha hsf and a noise form a western digital drive, I also have no need for huge hard drives.

I dont game that much to be honest but would like to be able to if i wanted.

I dont want a monster and just require something nippy, also would prefer a black case. Onboard LAN and onboard sound would suffice also to keep costs down. A gigg of ram is the only other thing im bothered about. So if i say a budget of £400 and see what that could get me and then maybe a £450 budget. Even is someone could spec me a sub £400 that would be great.

So after a few combinations please.

Is the cheaper one with the 350 power supply a lot worse or do i have to get a 400w supply?

Also what would be a slightly better gfx card, is the 7300 comparible to a 9800 pro? or better?
