Mine has two bits inside, and you have to flip both upside down, as opposed to turning them upside down as a unit, if that makes sense. Could it be that?
I have been happy with a TopPeak pocket rocket can easily put in 120psi, conversely at least the Zefal Co2 inflator I have was useless on its own (do not know why I am still carrying it - maybe in case the pump fell off the frame) maybe other CO2 's are better.
The toppeak too has the reversible rubber bit for both presta/schrader valve types, but it is a bit of a liability as the rubber cap, keeping it in, easily unscrews and could leave me with a useless pump en route.

Sorry all this is what i meant...basically i have a little hand held one i bought with the bike which was £30 through the cycle to work scheme...it has a changeable valve option but for the life of me, i cant get it to pump up my road bike tyre...they have different valves dont they? (see how clueless i am )
For the toppeak, the fit onto a presta valve is very tight (inc spit), always feel I could bend or knack the top of the valve ... maybe yours has similar issue
