a dual Xeon would be fine for online server but its overkill for lan parties.

there is no budget but i dont want to throw away money.

i want to run this as a business setting up lan parties.

Why don't you buy a quad core and clock that to 3.5? Xeons aren't really any better than C2D's and cost tons more. You should ask what over people use for lan parties.
