* 612S is designed to be quiet. Can mount 2 fans (easy fit brackets are supplied), fans dont use the wire clips and it includes a tube of paste. The Mattterhorn is good for the price but it only has enough wire clips to mount a single fan and the paste is a one use sachet.
Windows 8 is due for release next month. You could drop the OS now and use the windows 8 developers copy for now and then buy an OS later either 7 or 8. Hope this helps, any questions feel free to ask
