Spec me a GPU?

A friend currently has a Nvidia GT9500, I think. And he's deciding to upgrade since he's unable to run Rainbow Six with DX11.

He's asked me what he should go for, but I've honestly been out of the loop for a while, and would like some recommendations.

AMD or Nvidia
Enough to run modern games fairly well. 1080 - 60fps is more than enough. (if able to with budget)
Budget is around 120 mark.

what are the rest of the system specs including psu etc?

Gots to be a 2nd hand 960/70. Hard to recommend a new card at that price point.
