Also Tuniq Tower or the Thermalright Ultra-120 are the best air coolers you can buy. The U120 doesn't come with any fan though so you'll need to get your own.

The fan seems quite quiet at 19dB. Any others worth looking at?

looks good, although the tuniq tower already has a fan so that sharkoon isn't needed unless it's for case fan.

The rest looks good.

The ram timings are a bit too high for my liking but for the money it's a bargain, should not limit your overclock unless you intend to push the cpu to 3.6Ghz+

What RAM would you recommend? I'm well under budget, so a little more on this wouldn't hurt.

I'll remove the extra fan then, I got confused

I'd probably consider:

G.Skill 4GB DDR2 PK PC2-6400C4 (2x2GB) CAS4 Dual Channel Kit

Or for £5 less you get this nice PC8000 kit, the timings might be high but if you run it at PC6400 speed you can lower the timings to 4-4-4-12 or similar. The only thing is that the heatsinks might block the other 2 DIMM sockets so you might not be able to upgrade to 8Gb (who needs 8Gb anyway):
