Spec me a PC build to capture VHS tapes.

This is something I never would advise there is no point in upscaling a VHS recording it will just look stretched and quality will suffer not be any better.

I use Staxrip to convert all my VHS recordings and no I will never upscale any of them.

You can use scart to scart but the best quality is via svhs cable.

After using my video edit program (EdiusX) I use HandBrake myself to make MP4s for USB3, have you tried that?

You have better control with cropping in Staxrip and better quality, Handbrake is ok but the end result isn't as good as Staxrip with VHS anyway probably about the same with DVD's.
