Trying to fit a 3080 (3800???) into a Gaming PC for 2k isn't realistic at the moment.
The closest I can get is this:

It's 2040~, I spec'd it down as far as I could without making it untenable, but doesn't come with Windows (if you have a key sitting around I'd use it).
Really 2500~ is a more reasonable budget for a 3080 PC, as I'd personally go with a newer CPU and some more QOL features, but this is the best I could do with the budget.

Note that it is in the P600S (this one) case not the case shown, the Corsair Obsidian 750D Airflow is the same price if you prefer that case.

More storage won't be a problem no, it'll just cost more. It won't make the PC any faster either.
I personally have a 480 GB boot drive and a secondary 512 GB drive, haven't had any issues with needing more storage space for programs or OS. I don't know what your storage needs are like though.

You could also try putting together a custom spec (without the configurator), assume £960 for an RTX 3080 (last week's price), and inquire in the Customer Service forum (or call them) about a build fee (mentioning you need an RTX 3080 added), to compare with the pre-built and configurator options before pulling trigger. If the difference isn't much you get more personal choice into your build.
As for storage and spending the amount you're willing to spend I'd personally go for the WD Blue 2TB NVME. Bigger drives outlast the small ones as they can be kept for storage purposes if you upgrade your boot device. And games are big and getting bigger these days.

I'd go for a pre build system as otherwise it's a nightmare trying to get a 3080. I've seen such systems go for just over 2k.
Maybe something like this and see if they can swap the CPU to the 5800X.
