Spec Me: PC for amateur video editing

So I'm trying to help a friend out:
Budget ~800
Use Video editing, gaming; He uses a Canon 6D to video things, like bands and stuff out and about, and he wants a pc that'll he'll use to edit videos and music together to produce videos.

Tower only.
needs cd drive and memory card reader

Software:
"Adobe premiere Pro and after effects, also reaper"
he showed me a dell he was looking at so I think he might need some serious help :p

Just editing/office use.
I've asked for a list of his programs, because I wasn't sure if he'd even need a GPU.
I don't know if the free/amateur programs he may use would properly make use of them, if that makes sense
 
For his uses he should only need a GPU if he opts for a Ryzen build (no IGPU) - otherwise the IGPU on an INTEL build should suffice.

EDIT: I was going to compile a couple of Ryzen/INTEL builds for comparison but i've had to pop out. If you haven't got a few examples by the time i get back i'll add a couple then.

Dammit, as always this got more complicated.
Just been informed his brother was chipping in and would like to game on it too. He's going to push this budget :/

For a Ryzen build (which is recomended for this budget now) you need a minimum of 3000MHz memory - brb with a build example.

Ans a better PSU if possible...
 
You save ~ £100 and drop to 8Gb and add another 8Gb when memory is more reasonable in price. The below spec is far superior - Faster CPU (6 cores 12 threads), superior board with UK RMA and quality SSD - plus the PSU is a quality unit.

This would play games at 1080p comfortably at high and more than needed for it's original build usage:
