Basically on my OH's system, the old CRT monitor won't turn off properly. Whenever Windows tells it to turn off, all it does is show a black screen with a green light, and make a curious high pitched noise - to top it off, it's still guzzling 50w of electric. 
I'm guessing the monitor can be shoved into standby - it's just finding the right software to turn it off properly.
Monitor is a Hansol 710D.
