I have a passive system based on the Intel DN2800MT desktop board, 30G m-SATA SSD 2G of laptop memory and an old laptop PSU. Including a cheap case it was less than £130. Totally silent and draws around 10W of power. I use it as my firewall running pfsense which it does a fine job of (on a 70/16 Mbit connection).

60GB won't get you very far though. Im using a 64Gb as a boot drive and its nearly full. The only things properly installed on there are Windows 7 and Office.

The op wants a Linux server. I run multiple linux servers here, I think the biggest install (it has a full compile environment, as well as running xbmc and mythtv) is less than 5G.
