Spec thread (if you'd be so kind)

I've been asked by a friend to find a system for his sister's birthday that will be able to play the Sims 3 (I'd hazard a guess on medium detail).

I've been given £500-600 for the task but it has to include peripherals.

For this sort of price range is it better to build it myself or buy a pre built system.

Thanks for the help, I simply have no idea what to do when spending so 'little' on a whole system.
 
when you say you require peripherals i take it you require a monitor?

Also i take it you are going to need an operating system too? a lot of people are going to suggest 7, however if this is for a friends sister might wanna check that's ok as some people may not want the hassle

i've gone on the assumption you need a monitor. but will use win 7 however if vista or something is a must then we may have to re think this. I have tried to keep the budget down without compromising too much, should better graphics be needed then it's going to cost more.
