Interleaving works by basically chopping the packets up and mixing them up and then at the other end they get put back together again the advantage of this is if you get some packet corruption because the packet is esentially bits from various other packets rather than just one packet the system should be able to still have enough to remake the info and not request a resend.

The increase in delay is caused by the time it takes for the system to do this process normally the increase in delay is about 20 40ms round trip. If your line stats are very good and have a heathly SNR then you should be fine.

Personally on your line I would first get issues with the dropping SNR looked into before getting the interleaving changed.
