It can take anything up to 6 weeks for a letter to even be generated from what I read last time I had a scare.

No. The issuing force must send the NIP making every endeavour to ensure it reaches the registered keeper within 14 days. In practice this means they could leave posting the letter to day 13 after the alleged offence and post it first class.
It can take longer to get an NIP to the driver in such cases that the driver is not the RK (i.e company car drivers).
Once you receive the NIP you have 28 days to respond.
