Nothing to do with poor welding, that's original seam sealer opened/cracked maybe due to damage, body flexing or seam sealer shrinking, in any case i wouldn't worry if all checks are ok.

It made funny noises which were either tyres or wheel bearing noise, Skoda UK couldn't confirm some of the stamps in the service book either. It drove alright (so he says I didn't drive it merely went for moral support) but we're off to look at another on Saturday.
