haha this was moved from harddrives, but i'm talking about the spread spectrum clocking on sata drives, so maybe move it back

Shouldn't make any difference in that case. All spread spectrum does is reduce EMF noise.

Nope, hard drives have been surviving without it for years.

EMF is only a concern if you're getting interfence on you're telly or through your speakers. In all reality if you've got a metal case and the sides are on there shouldn't be an issue.
