Start up problems - PSU related?

I have a friends PC, windows had been wiped so i went about reinstalling it for them, installation failed with errors finding files on the disk so i swapped in a cdrom drive of mine and the installation went fine.

Had a few problems with updates not installing after that.

Got them a new DVD drive and fitted it, and added some extra memory.

Now the PC is having start up issues.

It is a branded system,

On hitting the switch it starts up and some times just sits at the manufactures logo, some times it will go a step further and leave a black screen.
A few times on/off and it will eventually go through,
Although i am now not able to get it into windows normally (think its got messed up) but will boot into safe mode ok if it goes that far.

My main concern is working out why it is some times just sticking at the initial logo screen.

It is a 300W PSU in there which must have been ok for it at least up until now.

Is it likely to be a power issue that is stopping it at this stage or any other problems?

with both old and new Ram
with just old Ram

in all cases it reports errors, which as the old ram is also showing must have been there already, but i guess this could also be the problem with the start up?

I am hoping to be able to get my hands on a spare PSU tomorrow to try in it.

But would appreciate any ones opinions in the mean time.
