Startup issue.

When I power on my pc that I have just built (with some good advice from the overclockers forum :) ) it starts whiring and the fans come on for ~1sec then seems to turn off, it then starts up properly about 10 secs later.

Ive not put an os on yet so its just going into the bios if that makes a difference.

Is this normal?
 
here is the spec:

post in the RMA/Return & Technical Queries forum, i think the overclock is a little short on voltage for cpu or memory.

but they should be able to get you to check the settings, as i think they supply bios entries for overclocked settings and default settings.
