Startup problems

Hi, my girlfriends parents pc has had some problems. Its a fairly old pc but still just works! Basically when you start it up some times it just stops at the first boot screen. After turning it off and back on a couple of times it starts up. Any thoughts? I'm maybe leaning towards the psu but i'm not sure and dont want to have to try replcing too much stuff as they might aswell just get a new one if they do that!
 
Have messed around in bios, set back to optimized defaults and stop some things that arn't needed sata/floppys etc. set memory timings right and pulled a couple of things from the mobo, extra usb slots, tv outputs. All seems good now! If anything else happens i think im going to suggest they buy a new one! They thought a computer would cost "thousands of pounds", i told them i could build one for 300!
