Steam Achievements - Very popular games yet low percentage of players doing basic things?

I can't understand the point in them. Pointless fluff to me.
Achievements are designed to lock your brain into a specific platform.

if you did all your achievements on steam and cared about them you are basically locking yourself in to being a steam user only and buying all your games there.
why even bother with achievements apart from you absolutely no one cares about them.

if you want the challenge of 100% a game you should probably get a life or buy more games
 
In Hitman 2's case, it allows you to play the first mission for free. Also quite a few people probably skipped the training mission since it was in the previous game. That probably affect how many people bothered to finish them. But yeah, a remarkable number of people never finish a game.

Because they haven't even played it...

Stats aren't tracked until you start playing so those aren't counted.
 
It'll be skewed by people who only launch games to get the trading cards, people have 'burner' type accounts that get loaded with games where the cards are worth more than the actual game, they then launch 4-5 of them minimised and AFK the cards. Remember reading some posts in the trading forums where people will do it for you, i.e. send them a key for a game and they'll get the cards for you if they've never played the game before.
