The DLC's are seperate downloads I assume. All steam will do is download the new DLC because you already own the game. For example. I bought the Humble Bundle recently. I have all the company of heroes games but not saints row. It added saints row and told me the company of heroes games already existed. If its cheaper to buy the game again with the DLC rather than all the DLC on their own then do that.

Depends on how the game works.

With some games, it would give you a 'gift' copy that you can gift to someone else, or sell to someone else..
