steam just died - most games are not working

Same here, I get 1mbps download speed on the UK servers, but I get 5-6mbps download speed on the Ukraine server.
 
I was having problems with it after 8PM yesterday. I wanted to play Skyrim, but Steam said I couldn't because it was still Syncing to the Cloud. I left it doing that for an hour with no change, so I tried restarting Steam, but that made no difference so I gave up with it.

Haven't been on my PC today, but I'd be surprised if it's any different.

That was a known issue which is now fixed. You should check the Steam downtime thread: http://forums.steampowered.com/forums/showthread.php?t=784745&page=25

And honestly, Steam hasn't been down that much. Yes, it was slow during the sales, and two problems in the past 2 days. But before then it was pretty consistent. Given how many people use it, it's pretty damn good!
