Steam offline mode = pointless?

Dongles are £30, is he too tight to even get one of those and then sell it on?
Besides they are handy to have, if you ever do any travelling anywhere.
Granted they are generally a pile of **** for any proper usage but they do serve light net usage well. Even in stupid places with awful signal like cornwall
 
If you leave steam to try and login after a short while it'll show the popup box as m4cc45 shows. I've never had to login to play in offline mode and my steam is all set to auto login all the time.
 
The only reason I can think of it saying it is having problems connecting to the Steam network is:

A. You are connected to some sort of LAN / HUB with no internet connectivity AND
B. You have clicked on login and not start in offline mode

Try disabling all NICS and see what happens.

I must admit I use a 3G dongle at work and have no issues playing games on my laptop at lunch - granted they are not FPS but have played WoW and Aion with no issues.
