Yes, the only way of playing/using steam is if you didnt restart.

What kind of Godawful excuse for a setup is it? I can't believe they've got all these servers centralised in one location. That goes so far beyond silly, especially for a tech company.
I'd have thought for speed they'd have considered hosting some servers in Amsterdam or such like where hosting is cheap, and so Europeans and the like have quicker closer servers (would reduce their translatlantic bandwidth charges too)
