Steam won't start

YOU COULD JUST CUT THE GAMES OUT TO A DIFFERNT LOCATIO NONT HE SAME DISK. WOUDL TAKE NO TIME AND WOULD LET YOU TEST IF IT;'S SOMTHING THERE CAUSEING IT./

I moved the steamapps folder out of it started it and it worked then I put it back it and started it and it worked lol dunno what caused it.

STOP! dont delete the steam folder yet! back up your games!!!!

Browse to the Steam installation folder for the Steam installation you would like to move (C:\Program Files\Steam by default or wherever you moved it to).
Delete all of the files and folders except the SteamApps folder and Steam.exe
Cut and paste the whole Steam folder to the new location, for example: D:\Games\Steam\
Launch Steam and log into your account.

the steam apps foler has you games in, (C:\Program Files\Steam\steamapps\common)

do in order and check it works after each step otherwise move to next step:
1. end all steam.exe tasks from task manager and then run steam as normal
2. restart :)
3. delete blob file(s)
4. delete all 'files' out the primary 'Steam' folder (leave all files in folders/subfolders in there) then run steam.exe and wait for in to 'fix' itself
5. reinstall steam using install file from website
6. panic, give up and sit in corner of room crying
