I went through the process of reinstalling steam and deleting registry entries before I decided to try a browser. I tried using opendns as well thinking it might be a dns issue.

I have experienced no other browsing issues. This problem has been going on for a few days. Googling the steam error code reveals problems spanning years and none of the suggested solutions work.

delete the clientregistry.blob file in the main steam directory ? That fixes like 99.8% of steam problems for me

I'm getting the same issue. Are you on BT Broadband?

Update: I fixed this with a quick router reboot. Looks like it's a DNS issue somewhere between the UK and the US.
