I don't access it directly but it seems to spin up a few times when it really doesn't need to (I can hear it).

It's usually because of windows explorer windows checking its there or some program that likes to access each drive for some reason.

Is there anything I can do to stop the thing starting up unless I prompt it to explicitly?

If Windows wants to access the drive, it'll spin it up. There's really nothing you can do about that.
This really. I was giving you a solution to the drive spinning up. It (arguably) does more damage having to spin up and down everytime.

If you just stop it from going to sleep, It will always be accessible and you'll never hear it / have to wait for it to spin up.

A more drastic solution would be to hard wire a switch into the power cable for the HDD.
