Storage Upgrade

I’m looking at increasing my storage space. As things stand I have;
500GB SSD for OS, applications and a few games

4TB- WD Blue for steam/ origin/ Uplay/ GOG games- about half full but a backlog of games to download. I also store my music here as well as clean back ups for drivers etc.

4TB- WD Blue for Films/ TV shows. Almost full.

I’m having to put some files into the games drive more often than I like.

Background: I live in Egypt so having easily accessible media is preferred to the terrible download speeds. I also hoard my digital downloads for the reason stated above.

Option 1: Upgrade both storage drives to 8/10/12TB drives and forget about them for a long long while.
Option 2: Buy just one storage drive for the tv and films. And upgrade later if needs be.
Option 3: Set up a NAS. Purchase some extra drives to store files etc. I’m tempted by this the most but not sure how much I’d benefit.

Price isn’t a concern so I’m just looking at advice on where to go from here. I’ve not set up a NAS before, would this be simple to do?

It is for media streaming only.
