Strange problem with downloading and internet going off..

My brother who has just moved into a flat and signed up to 'be' internet is having a few problems.

The internet works fine when browsing websites, however when he start to download a torrent the websites will no longer load and msn will go off. The torrent will stay downloading but very slow at all times.

In case it makes any difference there are no firewalls enabled on the computer or modem currently.

Seems a bit strange and I have no idea what could be causing it.

Any ideas?

He needs to limit his upload. It's all covered in the help file for 99% of the commonly used torrent applications and all over the web/on here. I'd also strongly suggest if he's connected directly to the modem (and not a router) he wants to strongly consider using a firewall sooner rather than later.
